Woburn's 2023 Open Space and Recreation Plan identifies providing active and passive recreational opportunities for all residents — including youth — as a primary goal, and explicitly calls for continuing to upgrade existing facilities to meet the recreational needs of all residents.

 

Yet the city's own plan acknowledges that limited land and limited financial resources constrain what can be built from scratch. An arts and community center in the Castle would offer youth programming — classes, workshops, performances, maker spaces — that neither the school system nor the parks department currently provides, filling a documented gap in structured after-school and weekend engagement for young people.
